You will have to go to a differently tiered slayer master to change the difficulty of the tasks assigned. You have it slightly wrong, each slayer master will assign you tasks within a combat level range, if you want lower level monsters go to a lower level slayer master.

A mid-level account with a combat level of 70 can start at Slayer master Chaeldar or with Konar quo Maten at level 75, and work their way towards higher-level Slayer masters such as Nieve and Duradel.
First of all, base 70-80 is ideal considering you can grind out those stats fairly quickly and reap a faster slayer xp/hr rate by means of cannon-able tasks and simply higher dps. Also, the experience for lvl 70 is low. For example, a player could theoretically get base 90 and complete 99 slayer before maxing their combat stats.
