Most of the time it’s useless, but if you calc your setups it will occasionally give a max hit which makes it worth using Mage doesn’t really have good rings. Even Magus isn’t a full max hit unless you have a shadow.
That’s weird though - sounds like the formula wasn’t updated on one of the setups. Alternatively, try changing the left setup to accurate and see if the max matches the right setup (could be applying the accurate bonus but rapid attack speed on the right?).

You have access to eagle eye/rigour and ranged potion to get a higher max hit. You have way more accuracy, defense, and prayer too. Short bows are for quickly attacking weak (low def) targets and after magic bow you upgrade to blowpipe.
