I got pretty good advice awhile ago, grind combat to get the Dragon defender and then go do slayer from the highest combat level slayer master you can. Edit: not combat related but get your birdhouse and farming runs going.

When you're fighting high level stuff, you can noticeably feel the difference when your combat pot ticks down by 2 stats. On Slayer and crabs, the difference from 92-99 is like 2% and you won't really notice except your max hit goes 1-2 higher.
