Steam does a single global release time and not rolling midnight launches. Depending on the game it may be just all at 10am Pacific or may be like midnight based on a single timezone.

22 wrz 2016 · I told you already, that means that the time zone setting on your PC is wrong. It isn't; I've checked it. I believe Steam might be applying DST corrections when it shouldn't.

As of January 1 2024, Steam stopped supporting the Windows 7, Windows 8 and Windows 8.1 operating systems. Existing Steam Client installations on these operating systems will no longer receive updates of any kind including security updates.
For some reason my time zone was set to pacific standard time on my computer. Changed it to eastern standard time and it works now. Thanks :)!
