Re-add the account & notes in settings /mail /accounts /add account - add back the yahoo account and make sure notes is toggled on. If the notes do not come back you should contact yahoo for them to fix.

9 mar 2019 · In my Notes app on my iPhone 12, I had some notes which had pictures, but they weren’t showing. The pictures WERE visible on iCloud.com, when using a webbrowser to look at my notes. Several Apple Advisors couldn’t fix it, but finally a Senior Advisor did.
