Vanilla locks the card if they feel the website you are purchasing for is fraudulent. It protects your money. You have to call the 1-800 number on the card and speak to a representative to get them to unlock it.
It's a scam. The scammer has the card numbers. The numbers are scratched off the front and the magnetic strip on the back is damaged so it can't be used. The scammer checks when the card is loaded and uses it for online purchases.
FYI with those cards - they lock them if they think it could be fraud or used on a fraudulent website to protect your money. They will eventually answer the phone number on the back of the card, but you will be on hold a long time due to the literal amount of people using them who are being scammed.
