Render distance loads the chunks in order to render them, but doesn't necessarily run redstone or tick entities or stuff like that. Just open a flatworld on hard difficulty and mess around with the sim distance. Use /kill @e to kill all the mobs when trying a new sim disgance. it will be nice.
