Go upstairs in the Blue Moon Inn in south Varrock. Open the chest in the south-west room for a pirate message. Read it. Go to Falador Park and stand on the east end of the pond, directly west of the statue of Saradomin, indicated by X on the ground. Right-click Dig using the pirate message.
Opening the chest results in the following message being displayed: All that is in the chest is a message; You take the message from the chest; It says dig just behind the south bench in the park; The park in reference is Falador Park, where the player must travel to in order to complete the quest.
