There is a city bus that runs to Pichilingue, Balandra + Tecolote Beaches. The bus runs every 60-90 minutes during the day to/from the La Paz bus station, located downtown on the malecon, making lots of stops along the way. I have included 2 google streetview links, so you can see the bus and what it looks like.
Tecolate is the best beach in La Paz area. There is a bus from La Paz off the Melocon every hour. Or take a rental car. About 20-25 minutes north of the city. Fabulous 2 km walking. Dogs allowed. Lots of restaurants. Best Margaritas you will find in La Paz at Palapa Azul. $120 peso and you will NOT find a tastier Margaritas - anywhere.

I came here looking for info as to the actual fare for this bus, as I no longer remember how much it costs to ride (with no luck of course). I tried to include a weblink so you can see the bus itself, but this forum will not allow that. Instead, go to google maps, then type in tecolote beach.
