Volcanic ash is obtained from mining ash piles found around the Fossil Island Volcano. Doing so requires level 22 in Mining, and grants 10 experience per drop, regardless of the number of ash mined at once.
You can mine it from 22 mining onwards if you go up the hill from the verdant valley mushroom teleport. From today, every 15 levels you have above 22 mining, you'll get an extra ash per action. Maxes out at 6x the original rate at 99. That's the best way imo as you can accumulate loads now.
