You can mine it from 22 mining onwards if you go up the hill from the verdant valley mushroom teleport. From today, every 15 levels you have above 22 mining, you'll get an extra ash per action. Maxes out at 6x the original rate at 99. That's the best way imo as you can accumulate loads now.

I decided to check out how much money I could make from mining the new ash piles at fossil island for 1 hour. I was able to get around 11k xp/h for the entire hour, while worldhopping between 2 worlds, while mining the 4 ash piles closest to the teleport mushroom.
