Additionally, your pixel to floor tile scale is only correct for the in-game map for a specific resolution. When I check the 2048x2048 raw image, I find that the roof of one of the depots (which you used) was in fact 30x8 (possibly 28x8) which means approximate 4x4 per tile and not 2x2.
