The lowest usable flight level that can be assigned, and the point at which aircraft descending out of the flight levels will change their altimeters back to QNH. Due to atmospheric pressure variations, the TL can vary from day to day and (maybe?) region to region.
It’s the lowest useable flight level to clear aircraft at or above. You can’t assign FL180 and then keep 170 vacant. Just pretend FL180 disappeared because the altimeter changed...

The .65 says if the atmospheric pressure affects a usable flight level in your area of jurisdiction, use the appropriate lowest usable flight level (Ex. Altimeter 29.91 lowest usable FL is 190).
