Philippine law requires minor children who are traveling abroad without their parents to obtain a DSWD Travel Clearance, which is a safeguard against the trafficking, exploitation, child labor and abuse and discrimination of Filipino children.
6 sty 2023 · If a minor child is travelling outside the country unaccompanied by both parents, a Travel Clearance from the Department of Social Welfare and Development (DSWD) is required. Without this, the child will not be allowed to leave the country.

The DSWD shall collect a processing fee for each travel clearance issued to minors traveling abroad under the following options: Php 300.00 with validity of one (1) year. Php 600.00 with validity of two (2) years. WHERE CAN ONE FILE THE APPLICATION?
A travel clearance from the DSWD is not required by a minor travelling to a foreign country if accompanied by either parent (if he/she is legitimate) or with his/her solo parent/ legal guardian/ both parents; (if illegitimate) if accompanied by the mother.
