The Belt Pouch is a craftable and lootable item added by Tool Belt that is used to upgrade a Tool Belt. Upgrading a Tool Belt increases the number of slots it has by 1 and costs some experience levels.
The Tool Belt can be upgraded by combining it with Belt Pouches at an Anvil. Each Belt Pouch added will increase the number of slots the Tool Belt has by 1 and increase the amount of levels the next upgrade will cost.
If you wanted to change that back you would need to Windows+R, run %appdata%, .minecraft, config, then open a new notepad page, drag the config file "toolbelt.cfg" onto the notepad page, scroll to the very bottom and change the "S:customBeltSlotMode=off" to "S:customBeltSlotMode=on" and hit save.
Belts only have 2 slots but you can increase that number with belt pouches. You probably also found a pouch wherever you found the belt. So to increase the capacity of the belt you need to go to an anvil, put the belt in first spot and the pouch to the second.

It lets you store 2-5 tools that you can access on a wheel from a key bind while it is equipped. It’s like having a weapon wheel in gta. You can increase the number of items it can hold by combining it with a pouch in an anvil.
