ICAO promulgates Standards and Recommended Practices (SARPs) to facilitate harmonised regulations in aviation safety, security, efficiency and environmental protection on a global basis. The Standards and Recommended Practices were based on recommendations of the Aerodromes, Air Routes and Ground Aids Division at its third session in September 1947 and at its fourth session in November 1949.
Annexes 2, 5, 7 & 8 contain international standards and no recommended practices (RPs). The remaining 15 Annexes contain both. Contracting States are required to give notification of differences to standards, and invited to notify differences from Recommended Practices in Annexes.

2 INTRODUCTION According to ICAO Annex 14, it is mandatory for a certified aerodrome to have a Safety Management System (SMS). This is a standard for aerodromes used for international operations and is recommended that it should also apply to aerodromes open to public use for domestic operations.
