Google flights or similar, choose departion airport, view map and find the cheapest cities. The only hack is to search all day every day, be vigilant and jump on a deal immediately if you find one. There really is no surefire way to find cheap flights, it's work and luck.

Sorta depends upon where in Canada you are, but I have found the cheapest Europe flights (from SFO) to be into Lisbon. Once there, a flight just about anywhere is US$100. Sometimes the Icelandic airlines (there are a few now) can be cheap if you don’t mind stopping over there.
I’ve just found numerous cheap flights with Air Europa in July for $300ish. Fly into London you can then get some cheap easyJet flights into Europe.
