Code Enforcement. The Housing + Community Investment Department (HCIDLA) and the Department of Building and Safety (LADBS) are responsible for the enforcement of local land use regulations. LADBS is responsible for enforcing the Zoning Code, while Zoning Code violations are investigated by both HCIDLA and LADBS.
Through a timely, cooperative, and transparent process, the Department advises, guides, and assists customers to achieve compliance with the Building, Zoning, Plumbing, Mechanical, Electrical, Disabled Access, Energy, and Green Codes and local State laws to build safe, well, and fast.
