Add the new billing address first, then go back into the new billing address and select it as the primary address. Then you can remove the old address. Make sure your bank and card account info matches as well. You can't delete the current primary address unless you have another address to make primary first.

The merchant doesn't retain the information. The information is attached to the profile in your PayPal account, though the addresses are hidden and only come up in the secure checkout with that merchant and other merchants. The merchant does not have access to your address unless you select it for shipping in the transaction.

With PayPal, you checkout online or the seller send you a PayPal Invoice which do not have billing and shipping addresses on it. The only way is if you do a screenshot of the checkout page that may show this information. I have never seen a receipt that lists billing address and shipping address together on PayPal.
