Construction of the 9/11 Memorial, which occupies eight acres of the 16-acre World Trade Center site, began in March of 2006, six months before the fifth anniversary of the attacks. In this photo, the two memorial pools were undergoing steel framing to prepare the pools for concrete pouring, according to A Place of Remembrance .
